Feinstein and Rubio present Senate bill to create Space National Guard

Senators Dianne Feinstein (D-Calif.) and Marco Rubio (R-Fla.) this week introduced the National Space Guard Establishment Act, a bill to create a National Space Guard. It is the Senate companion to legislation introduced in the House by Rep. Jason Crow (D-Colo.) last year.

Space units on active duty in 2019 were removed from the Air Force and placed in the new Space Force when it was created, but no corresponding action was taken to create a National Guard component of the Air Force. space force.

Today, more than 1,000 National Guard personnel perform the space mission within the Air National Guard, creating organizational challenges now that the rest of the space enterprise falls under the Space Force. This bill does not increase the strength, but corrects this misalignment.

A National Guard for the Space Force would ensure that talented active duty Space Force personnel who leave active duty can continue to serve their country as well as their states, eliminate the need to route funding between the Air Force and the Force space and would allow better implementation. mobilization processes, inspection systems, policies and Space Force culture.

“Without a National Guard component for the Space Force, we risk losing many talented individuals who wish to continue to serve their country and their states after leaving active duty, and that is simply unacceptable,” said the Senator Feinstein. “Creating a Space Force National Guard would also save money and ensure a smoother process in case we need to activate personnel. Not establishing a Space National Guard was a mistake when Space Force was created, and this bill will fix that.

“Creating a National Space Guard would strengthen our military readiness and increase our effectiveness,” Rubio said. “It would also ensure that the Space Force retains the necessary talent. I look forward to working with my colleagues to pass this sensible bill.


The Department of Air Force, Space Force, and National Guard Bureau have already developed a plan to establish a Space National Guard within existing budget and personnel constraints, but that plan has not yet been implemented.

Senator Feinstein in December 2021 led a bipartisan letter, bicameral to the Senate and House Armed Services Committees supporting the inclusion of a Space Force National Guard in the FY2022 National Defense Authorization Act, but it was not in the bill final.

In addition to Senators Feinstein and Rubio, the bill is co-sponsored by Senators John Hickenlooper (D-Colo.), Lisa Murkowski (R-Alaska), Michael Bennet (D-Colo.), Marsha Blackburn (R-Tenn. ), Joe Manchin (DW.Va.), Rob Portman (R-Ohio), Rick Scott (R-Fla.), Alex Padilla (D-Calif.), Mike Braun (R-Ind.) and John Cornyn (R -Texas).
